Rural depopulation has been a growing concern in recent years in many areas of the Great Plains, as non-metro counties report high rates of out-migration of young adults to the urban centers. Falling population, in turn, creates a vicious cycle of inability to invest in local infrastructure and amenities, making small towns even less able to retain and attract jobs and skilled workers to fill them.
